Russia’s Investigative Committee said the explosive device was placed on a scooter near a residential apartment building, according to The Associated Press.

“Investigators Forensic expert and operational services are working at the scene,” RIC spokeswoman Svetlana Petrenko said in a statement. “Investigation and search activities are underway to establish the full circumstances surrounding this crime.”
