The House of Representatives failed to get the majority vote needed Thursday on a spending bill to avoid a government shutdown by the end of the week. As a result, President-elect Trump suffered a decisive defeat in a test of his ability to unite Republicans in Congress.

The bill failed by a vote of 235 to 174, including 38 Republicans who voted no on the bill.
